The
Consortium for the Study of Intelligence seeks to contribute
to the effectiveness of intelligence in a democratic
society by developing and disseminating research, providing
a forum for discussion, and acting as a resource center.
The Consortium's Research Director is Dr. Richard H.
Shultz, Jr.
Research
The Consortium’s focus initially will be on
underlying issues that shape intelligence capabilities:

The
qualities of intelligence managers and officers,
which are among the most important determinants
of future intelligence
effectiveness. What are the strengths and weaknesses
of U.S. intelligence ‘culture’? What
is the ideal?

Methods
that can be used to approximate this ideal model.
This will include an examination of effective
practices being
used now—and in other times and places—to
train, and manage personnel.

Indicators,
techniques of evaluation, and benchmarks can be used
as tools by intelligence community
managers, Executive
and Legislative oversight bodies, as well as
by the public. These indicators will be used to help
ascertain if progress
is being made to improve effectiveness.

The Consortium plans to issue policy reports on these
topics. The Consortium will also produce studies for
specialists and accessible reports for the public
about the personnel and organizational culture needed
to ensure an effective “full-service”
intelligence capability.
Forum for Discussion
As others present ideas, diagnoses,
proposals, and prescriptions of the strengths and weaknesses
of contemporary practices,
CSI will provide a forum for discussion and debate.
Resource Center
The Consortium will also serve as a resource
center for the media, public policy centers, government,
and academics
by providing informed, balanced, and nonpartisan information.
